Out-of-state title car sale in Washington — what dealers handle vs what you do at DOL

By Shaun O'Malley · Buying Center Director, Bud Clary Buys Cars · Updated May 2026

You moved to Washington and never converted the title, or you're a recent transplant about to leave the state, or you inherited a vehicle from out of state. Selling a vehicle with an out-of-state title is straightforward when you sell it to a dealer. The dealer handles the paperwork; you don't have to convert anything to a WA title first.

The short version

If you're selling to a Washington dealer, you don't have to convert your out-of-state title to a WA title before the sale. We accept the out-of-state title as-is and handle the WA dealer-to-DOL paperwork on our end. This saves you the WA registration and title fees that you'd otherwise pay just to immediately transfer.

If you're selling private-party, the buyer typically has to handle the conversion in WA. That's a friction point — many private buyers don't know how to do it and walk away.

What you bring to the sale

  • Bring your current out-of-state title (front and back)
  • Provide your current registration from the state of issue (if you have it)
  • Show your driver's license
  • Bring both keys, if you have them
  • Include service records (helps the offer)

If the out-of-state title is lost or held by an out-of-state lienholder (you have a loan), let us know upfront. We work with out-of-state DMVs and lenders regularly.

States where the title format is unusual

Some states have title formats or processes that need extra steps:

Oregon:Standard title. We process these often (we have the Westlie Ford Buy Center on the WA/OR border).
California:Pink slip title format. We handle these regularly. Bring it as-is.
New York, New Jersey:Some titles have unusual lien-release procedures. Plan for an extra few days on lien handling.
Idaho, Montana, Alaska:Standard title processes. No issues.
Hawaii:Out-of-state titles do come up here when active-duty military relocate. We've handled them.

If your title is from a state not on this list and you're not sure, we sort it out at the appraisal.

Lienholder in another state

If your loan is with an out-of-state lender (your old credit union, a captive lender from your previous state), the lien-release process works the same as a WA lender — it just takes a few extra days because of mail/processing. We coordinate with them directly. You don't make the call.

Common out-of-state lenders we work with:

  • Out-of-state credit unions (Navy Federal, USAA, PenFed, state-specific credit unions)
  • All captive lenders (Toyota Financial, Ford Credit, GM Financial, Honda Financial, etc. — these are national)
  • Major banks (Chase, Wells Fargo, Bank of America, Capital One Auto)

Can I sell my OR-titled car to a WA dealer?

Yes. This is one of the most common cases on the WA/OR border. Oregon doesn't have sales tax, so the sale doesn't trigger Washington use tax for you (you're the seller). The transaction is straightforward: we cut you a check, take possession, and handle the WA dealer-to-DOL paperwork.

If you want to use the trade-in toward a new Washington vehicle purchase, the WA trade-in tax credit applies (because the trade is happening at a Washington dealer), even if the vehicle being traded is OR-titled.

Our Vancouver / Washougal Buy Center handles WA/OR cross-border sales daily.

What about WA emissions?

Washington's emissions program ended in 2020. There's no emissions inspection requirement on a sale. Doesn't matter what state your title is from.
